Dr. Yacob Bin Mustafa is Deputy Accountant General Malaysia (Corporate) at the Accountant General’s Department, Ministry of Finance, Malaysia.
He started his career in 1987, serving in the various government departments and divisions such as the Accountant General’s Department, Government Investment Companies Division, Ministry of Finance; and Malacca State Development Authority.
In the corporate arena, Dr Yacob is currently serving as board member of Malaysian Kuwaiti Investment Co Sdn Bhd since 2009. He has also served as board member in various companies such as Syarikat Prokhas Sdn Bhd; Pengurusan Danaharta Nasional Berhad; ASEAN Potash Mining Public Co Ltd, Thailand; and Arca Biru Sdn Bhd.
Dr. Yacob currently is a Project Director of the 1GFMAS (Government Financial Management and Accounting System). The main function of the 1GFMAS is to adopt Accrual-Based Accounting from the traditional Cash-Based Accounting in the government sector. This transformation will provide a full picture of financial position and performance of the government.
Dr Yacob is a Chartered Accountant and a member of the Malaysian Institute of Accountants (MIA). He was appointed as the MIA Council member on 1st May 2016. He is also a qualified member of the Chartered Institute of Public Finance and Accountancy (CIPFA). In addition to his MIA Council role, Dr Yacob is one of the committee members in Islamic Accounting Standards Interim Committee. The Committee is responsible in overseeing the development and implementation of Islamic Accounting Standards for the Islamic Institutions related to Waqaf, Zakat and Baitulmal. Under Dr Yacob’s purview, the Accountant General’s Department has been given the mandate by the State Islamic Religious Councils (SIRC) to initiate and develop Islamic Accounting Standards in order to strengthen the financial reporting and management of the councils.
Dr Yacob obtained his Bachelor of Accounting Degree from University of Malaya; and a Master of Business Administration, from University Kebangsaan Malaysia. He obtained his PhD in Economics, from the University Kebangsaan Malaysia in 2010.
